Ellwood City will move Nativity display

ELLWOOD CITY, PA (AP) — A Lawrence County borough has rejected a proposed lottery system to solve objections from an atheists' group over a Nativity scene that has been erected annually on borough property for decades. Instead the community will move the display from borough property.
Ellwood City's borough council voted 4-3 this week against a plan that would let anyone enter a contest to erect a holiday display on borough property The winner would then put up any kind of holiday display they wished which, some borough officials believed, would prevent the Madison, Wis.-based Freedom From Religion Foundation from objecting that the borough had "endorsed" a particular religion.
The borough added secular symbols after the Wisconsin group complained last year but refused to hang a banner espousing the atheists' beliefs.
The borough plans to move the display to private property.
